History of the Area
The park was named after James D. Phelan, a former U.S Senator and San Francisco mayor. It officially became a state beach in 1955. The site is known for its four-mile stretch of sandy shoreline along Monterey Bay's northern coast.

The area has been inhabited by Ohlone Native Americans since prehistoric times before Spanish colonization occurred during the late 18th century.

In recent years it underwent restoration efforts to protect endangered species like Snowy Plovers that nest on its shores.
